‘Översiktsplan’ (ÖPL)
The ÖPL is part of a system of planning documents in four levels, the national level in nationwide maps of protected areas, reservations for national purposes etc., the regional level, where a group of communes have to coordinate planning, communication networks, population forecasts etc., the communal level and finally the detail plan level. Only the detail plan is a legal document regulating building and land-use in large scale plans and text paragraphs. In their planning communes have to consider the guidelines of the national plan (‘riksintressen’) and regional plans where they exist around the biggest urban centres. The planning process on communal level involves the general public through exhibitions of sketch maps, discussion meetings and a period of time at disposal for written arguments from anyone. In the detail level special consideration should be given to neighbors of the plan area and others affected by the planned land use.
